The ESC shared services model drives higher value at lower cost primarily through the following key strategies: Lower capital costs; Reduced redundancies; Pooled resources; Deployment of itinerant, shared staff; and Economies of scale. ESCs also provide other “intangibles” that are more difficult to measure including: Coordination and facilitation of meetings; Reviewing and vetting of content, materials, courses, etc.; Reducing administrative burden and more.
