Non-Competitive Proposal when Procuring Personnel-Based Services

The Ohio Educational Service Center Association (OESCA), with the assistance of the ESC of Central Ohio superintendent, treasurer, and assistant treasurer, worked with the Ohio Department of Education and Workforce (DEW) to develop an application allowing districts to utilize ESCs without the need to competitively bid the personnel-based services provided. DEW released forms regarding the non-competitive proposal process, one for ESCs specifically and another for other entities. The form to have the ESC considered a non-competitive entity is here. 

We recommend that each district have the form approved by DEW, whether or not purchases with federal funds exceed the $250,000 threshold for competitive proposals, since there are quote requirements for purchases that are less.
