COSA is an organization comprised of all public school district superintendents in Delaware, Franklin, Union, Licking (Licking Heights Local Schools and Northridge Local Schools), Ross (Chillicothe City Schools) and Madison (Tolles Career & Technical Center) counties. COSA members meet five times a year for regular business meetings and four times a year for legislative breakfast meetings. No meetings are held in July, August and December. The organization advocates for the interests of students and strives to develop consensus positions on issues of importance and convey them to:
- The State Legislature
- The staff and members of the State Board of Education
- The various agencies with whom there is an association or collaboration
- Locally elected officials
- The media
